Constantly running something from forward head/shower

Problem: The forward shower "bay" won't empty. There is this constant small motor sound come from just forward of the starboard engine bulkhead. What I presume is the pump for shower bay has been constantly running, though no water is exiting the shower bay.
I've attached two pics: one of the pump and one of I believe is a seethrough filter(?). The filter has an occassional air bubble coming from the hose connection - nothing substantial, but it's intermittently there.
I cut one of the wires to the pump to stop it from running: one, to stop it from running and not pumping anything (I checked the outside through hull and nothing was coming out; and two, wanted to see if that would impact the constant small motor sound. It stopepd running (obviously), but the other sound is continuing to run.
Also, I've attached the switch and light panel above the forward head. The switch's upper and lower contacts were connected, but not the middle contact, which I subsequently connected. Whether I flip the switch up or down, nothing changes, and the lights also stay lit.
Any suggestions on what is the constant motor sound and why the bay isn't emptying. Thank you.
